Gambrills, Maryland – September 3, 2010 — Lighting Retrofit International (LRI), a leading provider of lighting and water building efficiency services, is pleased to announce that Steven J. Allenby has joined the firm's Board of Directors.
Mr. Allenby has focused for much of his 30 year career in the energy industry on the design, financing and implementation of energy efficiency projects and programs by energy services companies (ESCOs), governments, and utilities, and he is one of the country's foremost experts on federal government energy efficiency programs. His consulting firm, Allenby Associates, advises clients on energy efficiency programs and financing mechanisms, among other areas. He is a frequent speaker at energy conferences, and is the author of several white papers including "Financing and Delivering Energy Services to the U.S. Government".
Mr. Allenby was previously an Executive Vice President at Catalyst Financial Group, which provides financing and consulting for energy efficiency projects, a Senior Vice President at United Financial of Illinois, Senior Vice President of Operations and Marketing at Central Vermont Public Service Corporation and President of Central Vermont’s unregulated energy services subsidiary, among other roles in a 13 year career at the utility. He is a cum laude graduate of the Vermont Law School, and received his BA magna cum laude from Heidelberg College.

LRI announces today that it has created a new sister company that will be known as “Water Savers, LLC” which will allow LRI to provide expanded lighting and water efficiency services solutions to their existing national customers.
The combined group has in excess of 35 million dollars in bonding capacity. Through this partnership clients will realize process improvement and cost savings. A single source provider with unified resources to design, develop and construct both water and lighting solutions. We will provide a simplified customer formatted project submittal and other efficiencies as a result of shared project management, warehousing, disposal and administration.
Water Savers will be led by two industry veterans along with the support of project developers, project managers, administrative staff and the existing infrastructure provided by LRI.
Francis Wheeler will serve as the President of Water Savers, LLC. Mr. Wheeler is an established industry expert who has worked in executive leadership positions for multiple water conservation companies as well as a fortune 50 Energy Services Company (ESCo). Mr. Wheeler attended the Marine Corps University during his 12 year military career as well as the University of Maryland.
Paul Bassett, LEED AP, CID, CIC, CLIA will serve as Vice President of Sustainability and Project Development of Water Savers, LLC. Mr. Bassett is a certified irrigation designer (CID) and has comprehensive knowledge of the design and engineering of rainwater and condensation recovery systems. He is also recognized by the United States Green Building Councils, Leadership in Energy and Environmental Design (LEED) and has been involved with over 55 registered or certified projects. Mr. Bassett lives in Maryland and works at the Enviro-Center in Jessup, MD (www.enviro-center.com).

Question: How many men does it take to change 180,000 fluorescent light bulbs in three Library buildings on Capitol Hill?
Answer: It takes two crews, one of 28 men working days and another of 12 men working nights, for approximately three months to change not only all of the overhead bulbs but also to replace every old ballast in the three buildings.
The purpose of the project, which began Sept. 29 on the sixth floor of the Madison Building and is targeted to end by Jan. 1, is to replace old lighting equipment with energy-saving new equipment. "The new ballasts draw less power than the old ones, and we're replacing 40-watt tubes with 34watt tubes," said Glenn Marshall, Architect of the Capitol (AOC) facilities manager at LC. The AOC project to make all Capitol Hill lighting more energy-efficient is costing the U.S. government nothing, according to Marshall.
